Implementation of customs duties based on the Council of Ministries Resolution No. 393/2017

As effective from the 1st of July 2018, the Iraq General Commission of Customs has announced the implementation of customs duties based on the Council of Ministries Resolution No. 393/2017.

The decision provides that there shall only be four customs duty rates 0.5%, 10%, 15% and 30%.

These changes will result in an increase of the customs duties for specific items and a decrease in others. The new rates will not be applied retroactively and only for new goods entering Iraq after the announcement date.

Duty & Tax Exemptions 2018

It has been observed that the Duty and tax Exemptions ( Levy Exemptions) are not anymore granted or approved for new contracts signed during 2018.
This includes even CIF deliveries to Iraq. Shippers should cover these duties.
A short text should be added in the new contracts confirming that the shippers cover these duties. We advice shipers to check details with the consignees.
Contracts signed in 2017 and earlier are still exempted from duties and taxes condition that this is confirmed and stipulated in the contract.
